PPP project to implement an air passenger data collection information system.

Project Objectives

1) Fulfilling the requirement of the UN Security Council and the international civil aviation organization ICAO on the need to implement API-PNR systems;

2) Implementation of Article 24-2 of the Law of RK “On Transport in the Republic of Kazakhstan”;

3) Implementation of the Rules for transfer of information on issued and (or) booked tickets;

4) Combating Terrorism;

5) Improving aviation safety and public safety;

6) Action Plan of the state program “Digital Kazakhstan” № 60 “Creation and implementation of an automated system to collect data on air passengers”;

PPP project for the introduction of a paperless document management information system in air cargo transportation.

Business processes of the system

1) Collect data from airlines on air passenger registration;

2) Collect data from airlines on airline reservations;

3) Generation of information on all persons scheduled to arrive in, out of and within the country 48 hours prior to departure;

4) Detection of the arrival of persons associated with crime (through integration with external databases and systems, including Interpol);

5) Tracking individuals in the passenger flow;

6) Providing information to law enforcement agencies;

Project Objectives

1) Improving the efficiency of air cargo logistics, reducing cargo handling time;

2) Digitalization of air cargo interaction through a single system integrated with customs, sanitary-quarantine service;

3) Increase the attractiveness of transit through the territory of Kazakhstan.

1) December 2016 - June 2018. - Project initiation, coordination and expertise of the project (MID RK, MIC RK, NPP, MOF RK, MNE RK);

2) June 14, 2018 - PPP contract signed ;

3) July - December 2018. - investment, development, implementation of the system, amendments to the NAP related to the project, signing of the integration agreement with the MF CDG;

4) December 11, 2018 - Introduction into pilot operation at Astana Airport by the First President of the Republic of Kazakhstan on Industrialization Day;

Business processes of the system

5) March 5 - launch of a pilot project at airports in Kazakhstan with the participation of a number of airlines;

1) Exchange of electronic airline documents with FWB, FHL, FFM, FBL, FSU airports according to IATA recommendations and standards;

2) Customs Officer program module for connecting customs officers at airports;

6) October 1 - commercial operation and transfer of the system to the state agency for administration;

3) Accounting of all incoming airport cargo into the warehouse and statistics;

4) Maintain an electronic cargo shipment security declaration;

5) Acceptance and processing of commercial and special documents INV, PCL, COO, SLI, SDG, FZB;

6) Connections of airline agents (forwarders).
